Jakarta (Pos Kota) – Directorate General of Sea Transportation Ministry of Transportation determined to be lower Dweling Time or time movement of goods / containers since the unloading of the ship to the port of exit) at the port of Tanjung Priok. If more than seven days before to three days now.

Director General of Sea Transportation, Capt. Bobby R. Mamahit told reporters explained that they have established a Monitoring and Evaluation Team at the Port of Tanjung Priok, in order to reduce the time dweling has began its activities on 1st April, yesterday.

“This request comes from Mr. SBY (President) at the groundbreaking of Kalibaru terminal on Tanjung Priok port a few days ago,” said Bobby. “Then we form a team that at the time of loading and unloading goods Priok accelerated,” said Bobby, in a meeting chaired by the Director General of Sea Transportation, Capt. Bobby R. Mamahit.

All relevant parties such as terminal management, the board of the Directorate General of Customs, Quarantine, site managers physical examination of imported goods, including a range of authorities and the harbor master office at Tanjung Priok port, all agreed to participate lowering dweling timebarang, through the improvement of services in each place it works.

So in April it will be seen a decrease dweling time in the port of Tanjung Priok port in particular serve load in order to run faster than before.

Bobby admits many constraints faced dweling time to lose, not the least of which import containers hit the red line (mandatory physical check) by officers of Customs and Excise. When checked the entire contents must be disassembled and then put back 100 percent so it takes more than five hours for a single container.

While at Priok port every day there are 3,000 containers and 20 percent of imports come in contact with the red line.

In addition, for horticultural goods, container requires quarantine officers lodged for seven days for laboratory examination to determine the presence of pests (plants intruder organism) that can threaten plants in Indonesia.

One formula that will used to lose dweling time, DG Hubla will force empty containers that have been stacked in the old port and the import content of the containers was completed documents to be removed from the port. If not it will set rates high enough charge buildup. (Dwi / d)

President Susilo Bambang Yudhoyono marked the start of construction for the first phase of the Kalibaru Port, or New Priok, on Friday, at a ground-breaking ceremony at the Nusantara Pura II passenger terminal in the Tanjung Priok port.
Yudhoyono said that the port, which is expected to begin operating next year, was part of Indonesia’s long-term strategy to strengthen the transportation sector as contained in the Masterplan for the Acceleration and Expansion of Indonesia’s Economic Development (MP3EI).

“In line with the spirit of the MP3EI, New Priok will be able to encourage the strengthening and efficiency of the national logistics and this will provide a benefit to Indonesia, and enable it to compete at the global level,” said Richard Joost Lino, president director of Pelindo II, the Indonesian Port Corporation (IPC).

He added that the project was part of a three-way concession agreement entered by the Transportation Ministry and the IPC.

“We are targeting that the services provided by the terminal of New Priok to be on par with those of other international ports in the world, so that it can raise Indonesia’s position and enable it to compete with other large ports,” Lino explained.

The first phase of the container terminal will be built over an area of 195 hectares and include three container terminals and two fuel-product terminals.

Lino said that the facilities were expected to be operational in 2014 and would add 4.5 million 20-foot equivalent units (TEUs) in containers and 9.4 million cubic meters of oil and gas products.

The new port will be able to accommodate ships with a capacity of up to 18,000 TEUs and service costs are expected to be lower than current levels.

“The shipping channel is designed to be two-way almost 300 meters wide and the jetty will be 4,000-meters long. IPC is serious in investing up to Rp 22.66 trillion to complete the first phase of New Priok,” Lino said.

Together with a second phase, the New Priok is estimated to absorb some $4 billion in investment, he said, adding that IPC had decided on Mitsui & Co as the preferred bidder and as its operational partner for the building of the first phase.

“All process that have been undertaken by the company so far is nothing but to ascertain that the New Priok port can become operational in 2014,” Lino said.

President Susilo Bambang Yudhoyono (SBY) officially commenced the construction project of Kalibaru Terminal or New Priok at Nusantara Pura II Passengers Terminal, Tanjungpriok Port, North Jakarta, Friday (3/22). The existence of New Priok is expected to have the capabilities to strengthen and improve the efficiency of national logistics so it will give an advantage in global competition.

“I appreciate the construction project to realize Kalibaru Terminal or New Priok. This is a momentum of change for the better. If we utilize this momentous occasion well, we might see stronger and more equal economic development in the next five to ten years,” stated SBY when he officially commenced the construction project of Kalibaru Terminal or New Priok at Nusantara Pura II Passengers Terminal, Tanjungpriok Port, North Jakarta, Friday (3/22).

According to SBY, if New Priok construction is equipped with modern and comprehensive infrastructures, Indonesia’s economy will also grow, thus will increase its competitiveness.

Pelindo II CEO, RJ Lino, said the phase 1 of New Priok Terminal consists of three container terminals and two gasoline terminals that will be built on a land as wide as 192 hectares with additional 4.5 million containers capacity and 9.4 million m3 of gasoline. Meanwhile, the cruise scheme is designed two ways as wide as almost 300 meters with a pier as long as 4,000 meters.

“We are serious in investing money worth Rp 22.66 trillion (USD 2.47 billion) for the construction of New Priok phase 1, out of total investment value as much as USD 4 billion for phase 1 and phase 2. The project began since December 2012, and slated to operate in the upcoming 2014,” explained Lino.

Meanwhile, Jakarta Governor Joko Widodo (Jokowi) told that this project could move the economic growth of Tanjungpriok Port forward, including the apparent economic growth in Jakarta as a whole.

“This is because among all goods traffic in Indonesia, 70 percent of them come through Tanjungpriok Port. The port will greatly support Jakarta’s economy,” he uttered.

According to Jokowi, Jakarta Provincial Government fully supports the New Priok construction project. As a matter of fact, the city government will also mediate between Pelindo with Mbah Priok’s heirs to build the access road towards Tanjungpriok Port.

“The dispute with Mbah Priok’s heirs since 3.5 years ago is now Alhamdulillah (Thank God) has been cleared. Later at the Mbah Priok’s gravesite we will meet again with Mbah Priok’s family, relatives, and scholars, so the road could be diverted here and everything could be finished by 2014,” expressed Jokowi.

To monitor the construction and operation of Kalibaru Port, or New Priok, touted to be the country’s largest industrial port, the state-owned port company Pelindo II and the Vice Presidential Office have setup a supervisory committee.

The committee consists of several prominent figures including former Corruption Eradication Commission (KPK) deputy chairman Erry Riyana Hardjapamekas, economist Faisal Basri, Independent Research and Advisory Indonesia (IRAI) founder Lin Che Wei, Transparency International Indonesia (TII) secretary-general Natalia Soebagjo and capital market expert Ahmad Fikri Assegaf.

Erry Riyana will head the committee.

“We need independent and credible people to monitor Kalibaru and ensure every process of the port development is in accordance with good corporate governance,” said Richard Joost Lino, president director of Pelindo II, the Indonesian Port Corporation (IPC).

Dani Rusli Utama, president director of PT Pengembang Pelabuhan Indonesia (PPI), was in line with Lino saying that an independent committee was important for transparency. PPI is a subsidiary of IPC that will manage and develop the port.

“The port belongs to the public and we want people who can represent the public to monitor the project. This is not only in the best interest of the people but also a reminder that we have to execute the project as best as we can,” Dani said.

The committee will work with the IPC and the PPI for two years with a possibility to extend the collaboration.

The committee has the right to access any information about the port and can attend any directors meeting. They can also give input to the IPC and the PPI in selecting partners that will help the firms operate Kalibaru.

Meanwhile, Erry Riyana said that the committee has had four meetings with the management of the firms regarding the development of the port.

“In the first stage, we are going to look at the documentation of Kalibaru. If we find any irregularities, we will report them to the commissioners, State-Owned Enterprises Ministry or Transportation Ministry,” Erry said.

The committee will even report to KPK or the police if there are any criminal indications in the development of the port.

The committee visited Kalibaru Port recently to see the progress of the project.

Piling, mat and breakwater projects are currently underway at the port.

“We are here also to make sure that they finish on time because this is a huge project that is important for Indonesia,” he went on.

IPC is set to develop the New Priok with a planned total capacity of 13 million twenty foot equivalent units (TEUs) worth around Rp 24 trillion (US$2.5 billion), constructed in three phases.

In the first phase, the firm will construct three container terminals with a total capacity of 4.5 million TEUs and two fuel berths that are expected to be completed by the end of 2016.

Each terminal will be built with draft of 16 meters, allowing a ship as large as 6,000 TEUs to dock.

In the future, the draft will be deepened up to 20 meters to cope with much larger ships.

Jasa Marga plan to construct a 7-
kilometer toll road connecting Marunda Logistics Park to the new port, expected to be finished before 2016.

PC recently announced that Japan’s Mitsui & Co., Ltd. had won the tender to operate Kalibaru’s first container terminal, beating Maersk Line and MEC.

JAKARTA (AFP) Structuring Tanjung Priok, North Jakarta, according to international standards should continue to be done so that Indonesia can compete with the ASEAN countries in the ASEAN Economic Community (AEC) by 2015.

Moreover, improving the quality of the national logistics system (sislognas) is very useful to encourage the competitiveness of nations and the well-being of communities in disadvantaged areas.

“We wanted a high competitiveness towards the implementation of the ASEAN economic community by 2015, for which the integration of our national logistics system is very important,” said Coordinating Minister for the Economy Hatta Rajasa in the direction of improved performance and customs facilitation harbor at Tanjung Priok, Jakarta, Monday ( 21/1).

According to Hatta, increased competitiveness should be reflected in quantitative form a significant reduction in logistics costs, from the current record by 14 percent to 10 percent. “The competition we are currently progressing. Therefore, the target should be 10 percent of key performance indicators, that we can and must achieve it,” he said.

Moreover, he added, lower logistics costs to improve the welfare of the people who are still lagging behind, especially in eastern Indonesia. “They were in the hallway five and six who are members of MP3EI (Master Plan for the Acceleration and Expansion of Indonesia’s Economic Development) is a major logistical burden. Housekeeping is indeed harsh, but this is in order to enhance competitiveness,” said Hatta.

In addition, in an effort to improve competitiveness and increase prosperity, the modernization of infrastructure and facilities in the port area is also very important to maintain connectivity. To that end, the arrangement should be done in the port, so the integration antarbea customs, immigration and quarantine can be more effective.

Other strategic efforts to support the efficiency of logistics costs in decreased time required for the import of container loading and unloading it out of the port area (dwelling time). “The process we have to lower the dwelling time, the presence of a clear matrix work, who does what, because the current dwelling time at Tanjung Priok ranging up to six or seven days,” he said.

Hatta hoped the dwelling time at Tanjung Priok be accelerated into three or four days to match the quality of customs services in Tanjung Pelepas, Malaysia.Pada occasion, Industry Minister MS Hidayat said the dwelling time is directly related to incoming investment in Indonesia. There is now more than 40 industries that will go in the country. “They asked for the improvement of infrastructure.

If there is no improvement, then the investors would reconsider investing in Indonesia, “said Hidayat. (Syamsuri S)
